As we take the next step until Kuze makes his next move, the conversation between Batou and Gohda is interesting. The mention that the Individual Eleven was a fake Standalone Complex by a criminal. That criminal is a hacker who then enabled those members to kill themselves besides Kuze. Why wasn’t Kuze affected? Given what we know, it is clear that Major basically alludes to Gohda being that hacker.
Though the thought is Kuze himself, who has turned into just a key cog. What if he is using Gohda rather than Gohda using him? Gohda matched back, mentioning that he would use someone who is a virgin before getting a prosthetic. Does that refer to Kuze before he got a prosthetic? Does that imply he is the boy Makoto has been searching for.
