So Uroro didn’t quite take over Ichi as it depends on the pact. Actually, it is very impressive that on Ichi’s first failure of the series, he is still level-headed. Granted, as a hunter, he more than likely experienced this before. It does show that he has Uroro on a good leash, where they feel closer to equals. Still, it is clear this relationship is the only case for Ichi.
So we can see when Ichi switches to Uroro he can go all out with Uroro’s power, but Ichi has to make sure that Uroro doesn’t go out of control, basically.
