On one hand, the idea of the Hero Organization being a necessary evil is something worth thinking about. Which might be why Sanada hasn’t sought after it. Granted it is clear as day she isn’t a spy, but it is clear she knows that Leo has hatred towards the Hero Organization, to say the least.
