Everything is going Gohda’s way with him manipulating the Defensive Ministry. At least Togusa was able to free the prime minister. Hopefully she can get the American Empire to call off their attack; if not, things don’t look good.

Kuze’s desire for the revolution is admirable. He looks at them and sympathizes with them, but at the same time he knows he needs structure. As he mentions a superstructure, here he mentions fusing with the net. He simply wants to aid the refugees and give them the opportunity to be informed. As always, knowledge is one of the more powerful things one can hold in their possession. Knowledge can control a person, as Kuze mentions.

Now the question is whether fusing with the net could have them lose what makes them unique. As every ghost in this series has a shell. What is a personality without a body? But they will be key with the refugees that survive. It is not a certainty, but it is better than being controlled by those who have no regard for about the refugees.
