Togusa was investigating a homicide while the others were still busy protecting the Prime Minister. It seems Kotan wasn’t meeting the standards with his old body and hid away from his partner. Though the issue is that Kotan was also blackmailing the government for money. Of course it doesn’t make sense to blackmail after getting the new prosthetic body unless other people were involved. There is clearly some shady organization involved.
What exactly happened at Uchikan Eleven? That would hold some answers, but things don’t look good when Ruriko seems to be kidnapped. More than likely this storyline isn’t over.
